The Certification Management Committee of the IECEE
is pleased to inform the international community that the Full Certification Scheme is now in effect.

Manufacturer Benefits
The CB-FCS is intended to substantially benefit the manufacturers by significantly reducing the number of steps required to obtain certification at the national level worldwide.

CB- FCS

Goals

The CB-FCS goal is to offer the most comprehensive product certification scheme in the world.

Principles

The operation of the scheme is based on mutual recognition of the Conformity Assessment Certificates (CACs) issued by its members as the basis for the certification of electrical products at the national and international level.

The CB-FCS goes far beyond the Type Testing

Members of the CB-FCS recognize the Manufacturer's Quality System including the surveillance methods at the factories producing the Certified products. Additionally, the CB-FCS member issuing the Conformity Assessment Certificate will establish a Follow-up program, which can insure consistency of design and construction and at the same time satisfy the Follow-up program requirements of the CB-FCS member receiving the documentation for the certification at the national level.

What is the difference between the CB-scheme and the CB-FCS?

Among the differences, 6 are easily noticeable as being significant:

Process Elements

CB-Scheme

CB-FCS Scheme

Registration of Test Results

Organization "A" issues a Test Report (T.R.)

Organization "A" issues a Conformity Assessment Report (CAR) +National Differences+Initial Assessment Report of Factories where the product is manufactured

Request of samples

Organization "B" may request additional samples for additional verification or testing (T.R.)

Organization "B" shall not request samples, unless:

°

National differences are not covered.

°

Tests are missing.

°

Etc...

Additional tests

Organization "B" may carry out additional tests

Organization "B" shall not repeat additional tests unless objectively speaking the T.R. contains mistakes or the National differences are not covered

Recognition of components

Body "B" may accept components if they are:

°

certified according to IEC standards.

°

tested according to Body's "B" requirements.

°

tested as integrated components.

Body "B" shall recognize components tested by Body "A" if the latter is recognized in the IECEE Scheme as an Issuing Body for that components

Bilateral agreements between the certification organizations

Not required

Required

Audits / Inspections of Manufacturing Units

Not Regulated by the Scheme based on NCBs Procedures

Audits of Manufacturer's Q.S. based on CB-FCS 102 Equivalent to ISO 9001:2000
