Efficient access to global markets at minimal cost: the IECEE CB Scheme

 

Pierre de Ruvo is the Executive Secretary of the IECEE, the Worldwide System for Conformity Testing and Certification of Electrical Equipment. The IECEE operates the CB Scheme, a multilateral agreement among Certification Bodies & Testing Laboratories around the world that recognize each other’s tests and test certificates. The aim is to reduce costs to manufacturers by reducing technical barriers to trade such as multiple testing for multiple markets.

Q: How has the world of conformity assessment changed over the past 20 years?

A: There have been three big changes that are the result of globalization, all of them having to do with the need for faster market access, greater rigour and efficiency, and consistency among the NCBs and CBTLs.* The markets have changed from being national or regional to being global. Conformity assessment is a tool that provides access to markets, so change comes as a result of pressure by industry to access markets more easily.

About 20 years ago manufacturers had to have a conformity assessment mark for each country that they wanted to access, and in many cases conformity assessment fell under the regulatory area. But markets began to globalize and the old system came to be seen as inefficient. Europe with its regional schemes began using multilateral agreements and the CB Scheme came into being in 1985. By 1995, globalization was in full swing and the CB Scheme, which had not been as active as it could have been, started to become much more important. Since globalization began, there’s been a move towards simplifying things by means of a single test and a single certificate for entry into multiple markets. Along with globalization came liberalization. Markets moved from mandatory to voluntary testing. This means it’s the participants in the market who decide whether or not to require certification. Since they’re free to do so, they recognize the value in choosing third-party certification. Globalization and liberalization are still evolving and there are still different certification marks that are needed to access some markets, but CB Test Certificates play a great role in accessing these markets with their high acceptance and recognition by the relevant NCBs.

As for greater rigour, the IECEE focused on ensuring that peer assessment was really an in-depth and professional assessment and not just something cursory. The strength of the system relies on the competence of its members, so we have a fundamental interest in ensuring that each member measures up. We revisited our assessment procedure and made it much more intensive, focused on the real technical aspects with thorough documentation of the process.

Thirdly, manufacturers’ testing laboratories have been fully taken into account in the operation of the IECEE systems to ensure consistency in applying IEC standards for product compliance, which means that the safety issue for their products has been addressed thoroughly. As markets globalized, manufacturers needed to access global markets more efficiently and faster, so we developed new processes for them to do this: supervised manufacturer testing, testing at manufacturer’s premises, witnessed manufacturer testing, and recognized manufacturer testing, the latter being the most demanding for manufacturers in terms of capability.

Q: Where is conformity assessment heading in the next several years?

A: Predicting the future is very difficult, but I think it’s clear to all that we will continue with two basic trends. The market is very competitive and the CB Scheme helps manufacturers to, one, reduce costs and, two, shorten the time it takes to get to market. I don’t see these trends stopping any time in the near future, so the CB Scheme will develop new procedures to remain responsive to industry’s evolving needs and at the same time we’ll develop new business opportunities with the CB Full Certification Scheme (CB-FCS) and the factory inspections/audits which are an important part of it.

Q: In 2001 the CB Scheme issued 19 600 test certificates. In 2004 that figure rose to 38 000. Why is growth this strong?

A: More and more buyers and dealers are asking for proof of CB Scheme testing and certification from their suppliers, just as some industrializing countries are insisting that imported goods be certified by CB Scheme testing labs. So manufacturers find themselves required to show proof of compliance against IEC standards. It ensures that electrical products are safe and performing and that’s good for both manufacturers and their clients.

The CB Scheme is the global reference for certification and good marketing by CB Scheme members has a great deal to do with its success. When clients ask about the best way to enter new markets, our members tell them about the CB Scheme. I suspect that some of our expansion also has to do with our members’ clients talking to each other, promoting us by word-of-mouth. So a little like Coca-Cola, the CB Scheme has become a trademark in its own right.

Q: From the international trade perspective, what is the added value for a manufacturer to seek certification under the IECEE scheme?

A: The CB Scheme provides an international passport that gives faster access to markets and the assurance that the products comply with the IEC standards. Multiple testing and multiple certification slows down access to multiple markets. Having a single test and one or more certification marks giving access to multiple markets is far more efficient. In-depth peer assessment helps to ensure confidence-building among the members and confidence in accepting test results.

Q: Taking that point further, many developing nations have aired concerns that they are the potential dumping grounds for unsafe electrical equipment. Can the IECEE meet these concerns?

A: Let’s make it clear that the IECEE does not manufacture equipment, it coordinates and administers a worldwide system for testing electrical equipment.

For a country that has no electrotechnical industry and no recognized testing laboratory, the CB Scheme can still offer added value. These countries may wish to set rules for imported electrical products whereby only products that can show that they have been approved through the IECEE CB or FCS Schemes could be authorized to access their markets. South Africa is an example of a country that requires that imported electrical goods come with CB test certificates. The CB Scheme can easily work with countries that have mandatory certification and help to provide market access there.

Once industrialization starts and there is a nascent electrotechnical industry, then the CB Scheme has a great deal to offer as our test certificates will help to ensure the proof of compliance to IEC standards of both local goods for export as well as imported goods. An industrializing country with low labour costs and high-quality goods for export is in a very competitive position.

Q: How do you see the new IEC members benefiting from the IECEE? After all, if they are using IEC standards, should not the next step be the IECEE? What does IECEE membership bring to a country?

A: The IEC already has all of the world’s industrialized countries participating, so new members from now on will mostly be industrializing countries – those whose electrotechnical industry is beginning to develop. To be a member of the IECEE, you need to be a member of the IEC.** But what’s really worth noting is the very reasonable entrance fees and subsequent annual fees to maintain membership. Once a country is a member, it has access to almost all services and documents, can participate in all meetings and can develop its expertise in testing and certification with their counterparts.

There are very clear benefits to this and Malaysia is a good example as it started as a Member Body and then later added an NCB and an associated CBTL. By participating as a Member Body of the IECEE and learning about it, by meeting all kinds of people from testing labs and from industry, the Malaysian delegates developed a very good understanding of how it all works. They took this back to Malaysia with them and influenced government and industry there, so that now Malaysia is active in issuing and recognizing CB test certificates and has aligned its standards with those of the IEC. This signifies a real transfer of technology and knowledge.

Q: The recent agreement between IEC and ILAC benefits who and why? (please click here for full article regarding this agreement)

A: It benefits our members, the testing laboratories, as they are simultaneously members of the IECEE and customers of ILAC. The agreement has to do with harmonizing procedures and forms, carrying out joint assessments and common understanding of ISO/IEC 17025, which is the document that lays down the requirements of how an assessment is carried out. Instead of having to be assessed separately by both the CB Scheme and by ILAC, the assessment can be done just once. It’s cost effective and more efficient this way.

Q: How does the new ISO/IEC 17050 standard fit into the IECEE scheme?

A: The three IEC conformity assessment systems, and this includes the IECEE, are third-party systems, while supplier’s declaration of conformity is first-party conformity assessment. IECEE recognizes that for some industries, SDoC could be used and/or requested in some markets or regions in the global market, and in this respect SDoC could use a CB test report as a basis for the SDoC so in that sense it is complementary. However, the significant and substantial growth of the CB Scheme proves that independent, third-party certification is requested by the market as a reliable and independent proof of conformity to IEC standards.

IEC and ILAC agreement to improve efficiency and reduce assessment costs for testing laboratories

The IEC and the International Laboratory Accreditation Cooperation (ILAC) have signed a memorandum of understanding (MoU) that aims to improve efficiency and reduce assessment costs for testing laboratories. The agreement makes official a working relationship that had been operating informally since December 2003.

IEC General Secretary Aharon Amit and ILAC Chair Daniel Pierre signed the MoU at IEC Central Office in Geneva on 9 February 2005 . Commenting on the event, Amit said: “Formalizing our arrangement is important for the IEC because its means that by cementing ties with a highly respected market player we can reduce expenses for the stakeholders in our conformity assessment systems.” Daniel Pierre commented: “The laboratory community common to both the IEC Schemes and ILAC member accreditation have endured duplication of effort for too long. This cooperation, now formalized through the MoU, will go a long way to relieving this burden whilst enhancing the assessment process overall.”

In December 2002 the IECEE CB Scheme and ILAC member IANZ carried out their first joint assessment at Wakefield Laboratories in Auckland , New Zealand. Several other test labs have been through the same process with the CB Scheme and other ILAC member accreditation bodies since then. Recently, IECEx was involved in joint assessments with the National Association of Testing Authorities, the Australian ILAC member. Doing it this way makes the process more efficient and less costly because instead of two separate assessments covering the same activities, laboratories can have one joint assessment.

The IEC/ILAC MoU also covers the common understanding of ISO/IEC 17025 General requirements for the competence of testing and calibration laboratories, which is dealt with by the joint working group set up between the IEC Conformity Assessment Board (CAB) and ILAC. “This agreement helps to ensure that the standard is applied in the same way by both the IEC and ILAC,” says IEC CAB Chairman Don Gray, “which makes life easier for the testing laboratories.”

IECEE Executive Secretary Pierre de Ruvo said he is "looking forward to developing the relationship and working even more closely in the future with IECEE counterparts in ILAC based on a common view of the value of joint assessments."

 

ILAC is a forum for the development of laboratory accreditation practices, the promotion of laboratory accreditation, the assistance of developing accreditation systems, and the recognition of competent test facilities.

The IEC's three confirmity assessments systems are the IECEE for electrical equipment, the IECEx for electrical equipment used in explosive atmospheres and the IECQ-CECC for electronic components.

He is immediately eligible twice for re-appointment in the same office, each time for a further period of three years. The Treasurer may at the same time be a national delegate to the CMC.

IEC conformity assessment at workshop in India

At the recent Regional Workshop on Certification and Conformity Assessment organized by ISO and hosted by the Bureau of Indian Standards (BIS), IECEE Executive Secretary Pierre de Ruvo explained how IEC conformity assessment operates and the advantages it offers to both the global market and the South Asian market.

He discussed the three IEC conformity assessment systems: IECEE, IECEx and IECQ-CECC with the focus of his talk going to the IECEE CB Scheme. He went into detail about the peer assessment programme that is used to evaluate the certification bodies and test laboratories that are members of the CB Scheme. He explained how using the CB Scheme would help South Asian governments and importers to ensure that safer products were entering the domestic market, which ultimately benefits consumers, and how it also helped suppliers to bring products to market more quickly.

The workshop took place on 6 and 7 December 2004, in New Delhi and brought together about 200 people from South Asian industry to learn about certifying to international standards. The workshop highlighted existing international standards and guides that cover product and management systems certification practice.

Every year ISO organizes a similar regional workshop in a different country.

IECEE hosts second international Lead Assessors Training Course

The most recent training course for international lead assessors took place from 18 - 19 November 2004 at the CCV Conference Center in Geneva, Switzerland.

Hosted by the IECEE secretariat, the course brought together 30 participants from all regions of the world. Presentations by several speakers notably focused on critical elements pertaining to IEC/ISO Guide 65 and IEC/ISO Guide 17025, the functioning of IECEE operational documents and the role of the IECEE peer assessment in IEC conformity assessment programmes.

The aim of this training course was to inform IECEE assessors of the most recent assessment techniques, build confidence among IECEE members/National Certification Bodies (NCBs) through professional and impartial assessment, and build confidence between the IECEE and the International Laboratory Accreditation Cooperation (ILAC). Three ILAC delegates from Austria , France and the United Kingdom attended the course.

Peer assessment is used by the IECEE to ensure that all testing laboratories within the CB Scheme provide an equally high competence and quality of service necessary to build confidence among member NCBs who are the operators of the CB Scheme.

Upon successfully passing the final examination at the end of the course, participants received a certificate and were formally registered as IECEE lead assessors.

IECEE lead assessors are seen as key players in the IECEE community and in the peer assessment programme, an essential element of the IECEE CB Scheme.

Future lead assessment training courses are scheduled to take place in Chicago, USA, in 2005, in Beijing, China in 2005 and in Geneva , Switzerland in 2007.

Korean manufacturers take close look at photovoltaics

About 40 Korean electrical manufacturers spent an afternoon learning about Korean and IEC certification work in the field of photovoltaics (PV) during a seminar held on 20 October in Seoul, Republic of Korea. With the Korean Agency for Technology and Standards (KATS) as host, the event was chaired by the president of the Korean Photovoltaics Development Organization, Donghwan Kim, who is Associate Dean of Engineering at Korea University. The Director of the KATS Energy and Resources Standards Division, Il-sub Shin, provided the welcome speech to the group.

Attendees to the seminar enjoyed a presentation by KATS Senior Researcher, Sung-ho Shin, who spoke about PV certification systems and standards in Korea . IECEE Executive Secretary, Pierre de Ruvo, gave an overview of the IECEE photovoltaics certification process, while Secretary of PV Global Approval Program’s Executive Board, Richard Kay, spoke about introducing PV GAP to Korea.

Conformity assessment for photovoltaics passed from the IECQ-CECC to the IECEE CB Scheme in 2004. Previously, certification bodies within the IECQ-CECC tested the PV components and units as stand-alone items. But the market wanted PV components and units tested for safety and performance within a system and the IECEE, which deals with components, equipment and systems, was seen as the right place for this work.

In May 2004 BP Solar was the first company to receive a conformity assessment certificate from the IECEE Full Certification Scheme (CB-FCS) for its solar electric modules manufactured in India , China, Spain and Australia.

Korea Testing Laboratory

Korea Testing Laboratory (KTL), founded in 1966, was the first national calibration and measurement agency in the Republic of Korea. Today it employs 450 people and consists of six centres, the biggest of which handles electrotechnology. In 2003 KTL had a turnover of USD 50 million. Its market is fairly evenly split at 50 % domestic and 50 % international, the latter being mostly Japan, China , Southeast Asia and Western Europe. KTL’s competitors are well-known certification bodies that do business in Korea under the IECEE CB Scheme.

Korea Testing Laboratory participates in all three of the IEC’s conformity assessment system, with its Electrotechnical Centre testing for both the IECEE and the IECQ-CECC. It participates in the IECEE CB Scheme both as a National Certification Body and as a testing laboratory. That means it can do tests as well as issue certificates of conformity, both of which are important activities for the Korean economy.

KTL’s participation has grown rapidly since it first investigated the CB Scheme in the early 1990s. “Back then,” says KTL Electrotechnical Centre Director General Insop Song, “we were looking at ways to enter the European and American markets. European test labs and certification bodies knew who we were, but didn’t accept our test reports or certificates. We saw that the EU depended on the IEC and that it was also important not only for North American but also for Asian markets. That led us logically to the CB Scheme and the government, via Korea National Institute of Technology and Quality (formerly Korea Agency for Technology and Standard), gave its support for KTL to become a member of the CB Scheme. We started by testing and certifying for the IT and office equipment category and found it to be very successful for us.”

Today, KTL tests and certifies for 11 of the 16 product categories in the CB Scheme and plans to test and certify for all of them by 2006.

In the early 1990s, income for the Electrotechnical Centre resulting from international business was virtually zero and growing at only about 5 % per year. But in the late 1990s Korea suffered a severe financial crisis and the currency was devalued drastically. To survive, Korean manufacturers needed to export and they turned to KTL for this. The CB Scheme allows for rapid entry into new markets because CB Scheme certificates are recognized by all participating NCBs. Because KTL was able to issue these certificates, Korean manufacturers could find new markets quickly.

20 % annual growth
“Since the late 1990s,” says Song, “issuing CB Scheme certificates has grown very quickly, more than 20 % per year. In 2003 we issued about 950 CB Test Certificates and we expect to do better this year. Thanks to the CB Scheme, our volume of business increased dramatically since the late 1990s and our turnover became much higher.””

Song says that half of the Electrotechnical Centre’s income is from Korean companies and half is from international companies and that the latter is growing at more than 20 % per year because Korean companies are moving operations into Southeast Asia in the search for lower manufacturing costs and then selling their products back into the domestic market from abroad.

Song also says that the market as a whole is growing, and that Asian countries now appear to be adopting IEC standards just as the European Union has been doing. In response to this growing market, KTL developed an annual, month-long, In-Service Tutorial Programme for Asian certification and/or testing bodies, including China, to come to Seoul to learn about IEC standards and the CB Scheme. In October of 2004, 16 engineers from Asia participated in the programme. He says that SIRIM Berhad – Malaysia’s national certification body – came to study how KTL operates the system, possibly with the intention of developing a similar system.

“This is good for KTL,” he says, “because strong competitors make us stronger. It is good for us to have strong competitors because it forces us to provide our customers with even better services. So, at the heart of it all, the CB Scheme actually helps our customers, not our competitors.”

Song doesn’t hesitate in declaring the importance of the CB Scheme to KTL: “Sometimes with my colleagues we ask ourselves what would happen if the IECQ-CECC CB Scheme disappeared and we all agree that the Electrotechnical Centre would likely go bankrupt. I try to help spread the CB Scheme to developing countries because I believe it is very useful for testing and certification houses.” KTL is involved at the CB Scheme management level: they have one person on the Committee of Testing Laboratories and one person on the Certification Management Committee.*

KTL has also been involved with IECQ (now ) since 1979 and, at present has three major Korean electronic component manufacturers certified under the system. Another six are waiting for the IECQ merger with CECC (which was completed in 2003) to develop further before coming on board.

Service to the national economy
As an official body named by the Korean Ministry of Commerce, Industry and Energy, KTL has special roles spelled out in Korean law and so in a sense it performs a service for the national economy. It helps to ensure that imported products comply with international standards and with Korean legislation on safety. This compliance helps to prevent dumping of poor-quality goods, or “hiding” behind false origins (that is, a product built in one place but trans-shipped through another). “We help to ensure imported products meet government requirements for safety and reliability,” Song says.

More significantly, Song points out that the Korean economy depends to a large extent on exporting. As a member of the CB Scheme, KTL helps Korean manufacturers to export and acts as their go-between with foreign certification bodies and testing labs. Local small- and medium-sized manufacturers don’t have to contact foreign certification bodies or testing labs because KTL will do it for them. To export, manufacturers have to ensure that their products comply with the national standards of the target country and for this it’s necessary to know what these other national standards contain. KTL maintains a large standards library for Korean manufacturers, one that is now increasingly electronic for easy, quick access.

For the past three years, Song has observed that developing countries and their certification bodies that are trying to apply IEC standards and its conformity assessment schemes are having difficulty getting the information they need. “To help them to obtain the information they need,” says Song, “I suggest creating a separate page in the IEC website for them, one that contains the relevant information on IEC, its committees, boards, and schemes. I believe that this would be a good guide to help them to establish their system and get clearer information.” He points out that the IECEE website is a good example of one that shares well organized information

In 1996 the Director General of the Korea Testing Laboratory’s Electrotechnical Centre, Insop Song, participated in an APEC meeting representing the Republic of Korea. South American and Southeast Asian countries saw the value in IEC standards and had been harmonizing their national standards with IEC International Standards. Samsung Electronics wanted to begin exporting to South America, particularly Argentina, and needed a test report to do so. Samsung asked KTL to help by signing a Memorandum of Understanding with South American certification bodies. Song went to IRAM, the Argentine standards institute, to sign the MOU. This opened up the Argentine market to Samsung, whose exports to that country now amount to USD 50 million per year.

Insop Song

Korea Testing Laboratory’s Insop Song holds an undergraduate degree in electronic engineering from Seoul National University and a Master’s degree from Dongkook University. Prior to working for KTL, Song worked for Samsung Electronics Institute from 1977 to 1980. Since 1980 he has been with KTL. Recently, he became Chairman of Technical Committee 3 of the Asia Network Forum.

Established in November 2000, the ANF is a non-governmental regional body with five founding members: KTL, Japan Quality Assurance Organization, China Quality Certification Centre, PSB Corporation ( Singapore) and Electronics Testing Centre (Taiwan). Its goal is to have one standard, one test and one certification for its members. It consists of four committees: policy, promotion, international relations and technical.

"In Asia,” says Song, “we need a common system and the ANF can help to create it. We know electronic products because around half of the world’s production is manufactured in Asia. But Asian participation in things like the CB Scheme is limited. We have very little input to creating the standards that the CB Scheme uses. This is due to both financial and political reasons. While Europe tends to dominate, we’d like to see more Asian input, so we formed ANF to help us with this.”

OVE: On duty in electrotechnology for 121 years

The Austrian Electrotechnical Association (Österreichischer Verband für Elektrotechnik – OVE), a private non-profit organization, emerged from the Vienna Electrotechnical Society which was founded in 1883. Since then the association has been a central national platform for all electrotechnical experts and companies dealing with the development and the progress of techniques, science and the technical problems that arise whenever electrical energy is applied.

Times have changed significantly but OVE’s mission is still as topical as ever:

  • OVE regards itself as a qualified and independent platform for all questions of electrical engineering and information technology for its members as well as for the whole of the electrotechnical profession.
  • OVE has been the recognized authority in Austria on safety and security, especially regarding the fields of electrotechnical engineering and information technology.
  • OVE acts in a flexible way and continuously adapts its services to changing market situations. This is true of existing sectors, however, the OVE also pushes key technologies of other emerging technical fields.
  • OVE societies are home to all divisions and professional groups of the branch. Members of OVE are supported by means of networking, events for continuing education and further vocational training, as well as other services.

As a result of all the different duties and aims, the complex structure of the OVE – with all its various divisions – has evolved: standardization, certification, member service, editorial office, societies as well as professional education and further vocational training.

With the IEC from the beginning
OVE is not just a standardization body, although all of its various missions are strongly related to, and benefit from, standardization, which represents the most important branch of OVE. Already in 1888 the association published its first standard dealing with safety of electrical installations. Ever since that time an Austrian electrotechnical standards committee has been operating. In 1906 two Austrian representatives of the association attended the initial meeting of the IEC in London. Continuing today, OVE is pioneering the world of standardization together with IEC.

Starting in 2000 OVE was one of the first to open a national IEC-online-shop. This project – in close cooperation with the IEC Customer Service Centre – turned out to be a very fruitful one. The shop is well accepted by the Austrian customers, about 85 % of national IEC sales are online. Additional features like the “Watchlist” (a simple automatic information service on new IEC publications) improved the shop’s popularity and, by implementing the personalized watermarks (PDF stamps) in IEC publications, OVE takes into account the necessity of digital rights management.

Electrotechnical standardization in Austria
Nowadays OVE participates in the world of standardization through its department known as the Austrian Electrotechnical Committee (OEK). The work of OEK is carried out under public law and within the context of the electrotechnical law as well as the decrees that go with it. As the national centre for electrotechnical standardization, OEK co-ordinates the relations amonst Austrian industry and trade, science, authorities and consumers on the one hand and the European and international standardization bodies on the other hand. The main services of OEK are:

  • Representing Austria in the international standardisation bodies to strengthen the interests of OVE’s stakeholders. This task is co-ordinated by OEK’s Committee of Action which is composed of representatives of the various stakeholders.
  • Administrating and co-ordinating the work of the national technical bodies (105 committees and subcommittees with about 700 members).
  • Coordinating the voting procedures: OEK’s central office takes care of the proper distribution of the voting forms, achieving of consensus based national opinions, and the timely transmission of Austrian votes.
  • Customer service focusing on technical Information and advising about all national, European and international electrotechnical standards and about legal matters as well.
  • Elaborating and editing the Austrian electrotechnical regulations: ÖVE/ÖNORM.
  • Marketing and sales in co-operation with the Austrian Standards Institute.

Though the number of OEK staff members is quite small, the team is very efficient and acts quickly in a flexible way in response to all the different daily challenges. The outstanding competence acquired over the years has been acknowledged at the national and international levels as well.

OEK cooperates closely with the Austrian Standards Institute (the Austrian member of ISO and CEN) to ensure co-ordinated work in areas of common interest and to use synergies where appropriate (for example, in the fields of printing and sales of standards).

Financing OEK’s work is based on the sales of standards, which contribute around 80 % of the turnover. IEC and CENELEC membership fees are refunded by the Austrian authorities.

The Austrian way forward
Times are changing and so is OEK: a new generation of technical staff and management is working on a more global approach in Austrian electrotechnical standardization to play a more active role at the international level.

Being aware that most of the basic decisions in standardization are settled at the international level, and therefore knowing about the strategic relevance of being integrated in the international standardization work, OEK strongly promotes and supports the active participation of national experts in international standardization. This is done by frequent workshops and in-house promotion tours (especially focused on small- to medium-sized enterprises). Through the workshops and in-house seminars the benefits of standardization, the possibilities of participating in standardization, and the right use of the different procedures and tools are communicated.

It seems to be a big task to convince the stakeholders about the necessity of standards to support the national economy and promote electrotechnical safety and therefore to encourage their continuing investment in standardization. However we’ll stay on the road and keep the ball rolling.

Re-Election of the IECEE Secretary

The Conformity Assessment Board (CAB), on the nomination by the Certification Management Committee (CMC) of IEC’s Worldwide System for Conformity Testing and Certification of Electrical Equipment (IECEE) has re-elected Pierre de Ruvo to a new five-year term as Executive Secretary. He was first elected to this position in 1999. The role involves managing the daily operations of the IECEE and its two conformity assessment systems, the CB Scheme and CB-FCS, and of putting into action the decisions of the IECEE’s top management body, the Certification Management Committe.

Re-assessment and Scope Extension at CQC, BTIHEA, TIRT and SEC in Beijing

At the beginning of September 2004 a re-assessment at the Chinese certification body, CQC, and its associated laboratories took place in Beijing. Several teams were set up by IECEE Executive Secretary, Mr. Pierre de Ruvo, to allow the re-assessments to be performed in a quickly and efficiently. At the same time, the National Certification Body (NCB) and most of the associated Certification Body Testing Laboratories (CBTLs) applied for a significant extension to their scopes to address the growing needs of Chinese market. After successful assessment and the CQC will now be co-operating with 16 laboratories in China, covering 12 categories of equipment and about 480 different editions of standards.

Group 1, composed of Dr. Wolfgang Kreinberg (TÜV PS GmbH as Convenor), Arun Sachdeva (STQ), Yasuaki Hazeyama (TÜV Rheinland Japan) and José Madeira Cruz (ISQ Portugal), performed the assessment at CQC as NCB and the CBTLs BTIHEA, TIRT and SEC, all located in Beijing. The assessment team discovered a certification body and laboratories that spent significant time in preparing themselves for this important assessment. The atmosphere during the assessment was very cordial, with the staff being very responsive both in the laboratory and in the quality departments. As such the assessment, despite the very broad scope, was performed and reported on in the given time frame.

1. IEC 61730-1 and 61730-2 (PV module safety qualification) have been approved and will be published by 2004-10-15.

2. IEC 62124 (Design verification of PV stand alone systems) has been approved and will be published by 2004-10-10.

3. Project 61727 (Utility interface for PV systems ) has been circulated as an FDIS and the IS is expected to be published by 2004-12-31.

4. Project 61215, 2nd edition: Central Office is preparing an FDIS, expected date of FDIS circulation 2004-11, expected date of publication 2005-02.

5. Project 62093 (Balance-of-system components for PV systems – Design qualification natural environments): Central Office just started FDIS preparation, expected date of FDIS circulation 2005-02, expected date of publication 2005-05.

6. The next meeting of IEC TC 82 is planned to be held in Beijing in

Operation of Recognised Manufacturers' Testing (RMT)

Following the IECEE Management Committee resolution to approve the Recognized Manufacturer Testing procedure, I would like to provide you with some more elements pertaining to the nature of the RMT procedure so that your client can benefit from this alternate route to obtain CB Test Certificates.

The RMT concept combines rigorous qualification of the manufacturer's capabilities, a confidence building phase, extensive exchange of information between the NCB and the RMTL, verification of reports and a specified laboratory surveillance programme.

RMT is a procedure by which an NCB assesses initially, and on an on-going basis, the capability and expertise of the manufacturer’s laboratory(ies) according to ISO/IEC 17025 and any other relevant IECEE Operational Documents, including the laboratory’s quality management system and the laboratory’s testing processes.

The primary benefit of the RMT procedure to a manufacturer is the improved speed to market, since the manufacturer is in control of the timetable for product evaluation and testing. The NCB retains the full role of a Certification Body in accordance with ISO/IEC Guide 65 and the IECEE Rules of Procedure.

The RMTL uses its own personnel and test equipment, takes responsibility for, and signs the test report. However, the task of reviewing the Test Report and taking the certification decision remains under the full responsibility of the NCB prior to issuing a CB Test Certificate.

In addition to the rigorous process, any candidate RMTL must have operated as an SMT Laboratory with its NCB(s) during two years immediately prior to the application.

Finally, a key point to note is that an RMT Laboratory will be subject to a special IECEE re-assessment process coordinated by the IECEE Secretariat in order to grant integrity, impartiality and build confidence among the IECEE members.

As you can see from the above, the RMT programme is the highest level of competence and professionalism that a manufacturer can achieve to be entitled to operate under the IECEE CB Scheme.

BP Solar is first solar module manufacturer to receive international product conformity certificate – Allows for commercial acceptance in global markets
 

 

BP Solar has received the first conformity assessment certificate from the IECEE Full Certification Scheme (CB-FCS) for its solar electric modules manufactured in India, China, Spain and Australia. The certificate allows BP Solar to sell its product without further testing in countries where the certificate is recognized and accepted. This contributes significantly to getting products to market more quickly and at less cost.

The IECEE CB Scheme is the world’s first truly international system for acceptance of test reports dealing with the safety of electrical and electronic products. It is a multilateral agreement among participating countries and certification organizations. A manufacturer using a CB test report issued by one of these organizations can obtain national certification in all other member countries of the CB Scheme. NEWS FROM THE CMC 2004 MEETING HELD IN KYOTO, JAPAN ON 2004-06-24/25

The 7th IECEE Certification Management Committee (CMC) General Meeting, held in Kyoto, Japan, from 24 to 25 June 2004, led to a number of actions and decisions of particular importance to manufacturers, national certification bodies (NCBs) and IECEE members.

Organized by the Japanese National Committee of the IECEE, its associated national certification bodies and the Japanese Standards Association, the meeting brought together approximately 100 international experts and representatives from some 43 member countries. Sixteen participants also attended the meeting as observers from five Asian countries, namely Indonesia, Malaysia, the Philippines, Thailand and Vietnam. These countries are taking part in training sessions sponsored by the Japanese government for the Certification Body (CB) Scheme in Japan.

In his address to the CMC, Prof. MASADA in his capacity as Chairman of the Japanese National Committee of the IECEE, stated that in the operation and management of the IECEE CB Scheme, the Certification Management Committee plays a critical role in directing the efforts of the IECEE directed toward the advancement of trade among the countries of the world through the mutual recognition of test data from participating certification bodies. He added that the reduction in redundant testing time achieved by the mutual recognition and acceptance of test data contributes to greater efficiencies in conformity assessment and enables products to be placed on the international market in much less time at lower cost than otherwise would be possible without benefit of the operations of the IECEE CB Scheme.
He mentioned that the CB Scheme was providing invaluable assistance to the Japanese electrical and electronic industry for their trade activities.
Prof. MASADA said that in recent years the global distribution of products and utilization of services had significantly increased and that social interest on safety and security, the conformity assessment of products, and services to assess conformity to regulations and technical standards are more and more expected by industries and the public at large.
Concluding his address to the CMC, Prof. MASADA recounted that Japan had joined the CEE, the forerunner of IECEE in 1983, participated effectively in the CB Scheme since 1985 and that JISC (Japan Industrial Standards Council), the Japanese IECEE Member Body, would strongly support the IECEE in its contribution to serve the electrical and electronic industry and all concerned parties to produce and trade safe products.
On behalf of JISC, Prof. MASADA welcomed all the participants and wished them to have a fruitful meeting and a pleasant stay in Kyoto and in Japan.

The CMC formally re-elected Mr. Pierre de RUVO as Secretary of the IECEE for appointment by the CAB.

The second term of office will commence on the 1st of January 2005 and will end on the 31st of December 2009.

Among the many decisions taken during the meeting, five main ones stand out.

Level of reciprocity over the NCBs
The CMC agreed to change the rules of procedure to allow testing laboratories (CBTLs) to operate from any country or any place under the direct responsibility of its associated NCB. The latter is directly responsible, together with its IECEE member body, to declare adherence to the relevant IEC standards as well as to commit to recognizing CB test certificates issued by other member NCBs that are at least equivalent to their accepted scope
.

New product category: electromagnetic compatibility
With 92% of voting members approving the inclusion of EMC within the IECEE scope, the CMC formally approved this quasi-unanimous result. As a result of the voting, the CMC agreed to include non-safety related EMC to the IECEE’s scope as a new product category.

Recognized manufacturers’ testing
The IECEE accepted to include in its services the Recognized Manufacturers’ Testing, a procedure by which an NCB assesses on an on-going basis the capability and expertise of a manufacturer’s own laboratory (or laboratories) according to ISO/IEC 17025 and any other relevant IECEE operational documents. This includes the laboratory’s quality management system and testing processes. The IECEE secretariat will circulate a questionnaire to NCB members to see how many of them are willing to accept CB Test Certificates based on this new procedure.

Official signature of the Master Multilateral Agreement (MLA)
The MLA members agreed to sign the Master CB-FCS MLA with the understanding that, whilst awaiting the approval of the Rules of Procedure IECEE 03 Edition 2004, the IECEE 03 Edition 1995 would apply. For photos taken at the IECEE-CMC WG 10 "Revision of the Rules", please click here.

Component recognition program
The IECEE agreed to move ahead with creating a Component Recognition Program and expects to finalize a document to this effect and circulate it for voting in the third quarter of 2004. A database should be developed which will facilitate the administration and integration of all related information to the program.

The IECEE is the IEC’s Worldwide System for Conformity Testing and Certification of Electrical Equipment, which operates the well-known CB Scheme.

News from the 41st Committee of Testing Laboratories (CTL) Meeting held in Singapore

With PSB Corporation playing host, the 41st Committee of Testing Laboratories (CTL) Meeting successfully took place in Singapore on 24 to 27 May. Over 70 expert representatives, coming from 165 laboratories worldwide, attended this annual IECEE (International Electrotechnical Commission System for Conformity Testing and Certification of Electrical Equipment) event. The 41st CTL Meeting was a significant event for PSB Corporation as this was the first time in the CTL history that the annual meeting has been held in Singapore.  

The CTL Meeting served as an exchange platform whereby delegates of various international laboratories congregated to discuss and develop solutions to testing problems, as well as to decide how tests should best be executed in order to achieve reproducibility of results. 

The CTL Meeting promoted the common understanding of IECEE standards and sealed members’ commitment in working towards harmonized testing practices. Most importantly, mutual confidence was reaffirmed among all member laboratories. 

Business aside, delegates enjoyed the eventful four-day meeting as PSB Corporation also introduced them to popular local interest spots and showed them what was ‘uniquely Singapore’. Pleased to say, PSB Corp’s hospitality was well received by all the international participants.

About the CTL

The CTL is the technical branch of the IECEE and the biggest forum of technical experts representing over 120 CB Testing Laboratories, located in over 40 different countries, and operating under the responsibility of the relevant National Certification Bodies (NCBs) members of the IECEE.

The CTL seeks to achieve reproducible test results and to establish a close collaborative network among all testing laboratories. It harmonizes the design and use of test equipment referred to in standards, makes recommendations to the relevant IEC technical committees to improve on these standards and is also dedicated to monitoring the proficiency of testing programmes of member laboratories. As the NCB for Singapore, PSB Corporation can perform third-party product certification for IECEE.

To stay competitive, a product must not only be good enough for local consumption, but robust enough for international export. Certain minimum performance specifications and characteristics of products and services are required before it can be sold or be imported into a country.  Hence, the harmonisation of standards and testing to these standards have become key components of the world economic equation. This is particularly true in electrical manufacturing – including IT, AV and telecommunications products. Standards, coupled with the increasing demand for quality and safe goods, has led to the growing importance of conformity testing, and more importantly, the mutual recognition of test results. The International Electrotechnical Commission (IEC), the worldwide organisation for standardisation comprising all national electrotechnical committees, is working to make standards for electrical products global. As a designated Conformity Assessment Body, PSB Corp works closely with the IEC to help make the process of meeting regulatory requirements less expensive and less time consuming for industry.

Standards and conformity assessment: two halves, one whole

IEC International Standards are one half of an equation whose other side reads “Conformity Assessment” (CA). In a world of global trade where buyers want to have confidence in what manufacturers are selling, IEC standards and its three CA schemes stand as independent brokers of quality and trust. The reason they go together is simple: it is one thing to make a claim about the quality of a product; it is another thing to prove it. A manufacturer may boast that his product meets all the requirements of an IEC International Standard. A testing lab within one of the IEC’s CA schemes can verify whether or not this claim is true. This verification has important consequences for global trade.

While the IEC has been preparing standards for nearly 100 years, its conformity assessment schemes are much more recent. The IECQ (today known as the IECQ-CECC) appeared in the 1970s, the IECEE emerged in the 1980s and the IECEx began operating at the very end of the 1990s. All three service different branches of electrotechnology, but all three help to do the same job: help to provide independent verification of claims about quality.

Essentially, the role of conformity assessment is to check to see if a product adheres to a standard. There are three types of checking:
- first party (the seller), who provides supplier’s declaration of  
conformity; in other words, the manufacturer does in-house testing;
- second party (the buyer); in this case, the purchaser does his own testing;
- third party, who is neither the seller nor the buyer but is an independent testing service.

IEC CA is 3rd party but the schemes do not carry out testing themselves. Instead, they provide a valuable service to global trade by organizing independent testing laboratories into worldwide systems of mutual recognition of each other’s test certificates. This serves three different purposes. Governments want to protect consumers, so conformity assessment testing helps to ensure safety. Buyers (usually wholesalers) want to ensure quality, so IEC CA helps to ensure performance. As to interoperability, CA testing helps other manufacturers to know that their product will work correctly with the one being assessed.

Goals

The IECEE, the IECQ-CECC and the IECEx have several goals in mind. The first is to achieve a system that provides one test, one certification and one mark (where relevant). They also aim to remove delays and costs of multiple testing and approval so that industry can get its products to market more quickly and with less expense. They also help to reduce trade barriers caused by different certification criteria in various countries and help industry to open up new markets. Finally, they help to ensure a fair global trading system in accordance with WTO.

Taking the example of the IECEE, in very simple term here is how it works. A manufacturer makes an electrical product and sends it for testing so he can get it certified. A laboratory tests the product for conformity to IEC standards and issues a test certificate. The manufacturer now wishes to sell the product in another country. He sends the certificate to a test lab in the second country. The second lab issues its certification mark without testing the equipment because it recognizes the testing and assessment that has already been done. The manufacturer may now affix the national mark of conformity of the second country (e.g. CE mark or UL mark) to the product and may export the product to that country.

The IECEE is seen as the flagship IEC CA scheme partly because of its rate of growth, but most significantly as revealed by the rate of recognition and acceptance by users in the global market. This is best demonstrated by CB Test Certificates, issued by the IECEE’s CB Scheme, which have risen from 16 000 in 1999 to 34 000 in 2003.

In fact, each of the IEC’s CA schemes are widely respected and widely used throughout the world. In addition to the CB Scheme’s success rate, the IECEx has seen participating countries grow by nearly 40% between 1999 and 2004. As for the IECQ-CECC’s approvals, nearly 80% of them are issued by manufacturers.

Advantages to all

The great advantage to manufacturers offered by the IECEE is that it helps to reduce manufacturing costs by eliminating the cost of multiple testing. What’s more, a single test opens up new markets faster. And every manufacturer knows that being faster to market gives competitive edge.

For importing countries, there are also clear advantages. IECEE testing helps to ensure the widest range of acceptable products for sale in a domestic market. Then there is the issue of favouritism: because the IECEE is neutral, no one gets special treatment. All suppliers, whatever their origins, are treated equally within the IECEE. This means that their products must stand or fail on their own merits and not for some other reason.

Also worth noting is that importing countries are assured that the laboratory issuing a test certificate has what is called “adequate and enduring technical competence”. This comes from paragraph 6.1.1 of World Trade Organization’s Agreement on Technical Barriers to Trade. Because the IEC has a close working relationship with the WTO, and because IEC standards and its CA Schemes help to serve as the basis for the TBT Agreement, all test labs in the IECEE must be of the right level of competence. Without this requirement, the quality of testing could be in doubt. Since the IEC’s reputation rests on its products and services, these must be – and are – of the highest quality. The means to ensuring this is peer assessment, where one laboratory in the IECEE performs an audit on another one that is either hoping to join or that is already a member. Peer assessment is seen as the single best way to achieve the highest level of confidence in the quality of service that a laboratory offers.

Finally, the IECEE provides importing countries with confidence in the compliance of the products they import. This means no dumping of poor-quality goods and no “hiding” behind false origins (e.g. a product built in one place but trans-shipped through another).

All in all, IEC International Standards and its CA schemes offer the global market products and services that help industry do business and reassure governments about the quality of imports and exports. But in the final count, the IEC’s focus is on the consumer. As the last link in the chain, the consumer is the key figure because, as end purchaser, the consumer remains the final arbiter when it comes to products and services. Those that past the test of quality and that provide consumers with what they want remain in the market. Those that don’t will ultimately disappear.

Serbia & Montenegro government minister declares full support for CB Scheme
Amir Nurkovic, Minister of Internal Economic Affairs for Serbia and Montenegro, declared his country's full support for participation in the IECEE CB Scheme as he chaired the opening ceremony of a two-day conference in the city of Nis. The conference, which took place on 25 and 26 March 2004, was hosted by KVALITET, the Serbian Member NCB/CBTL of the IECEE, whose General Manager is Aleksandar Stamenkovic. During the conference, IECEE Executive Secretary Pierre de Ruvo gave a lecture entitled "The Role of the CB Scheme in the Global Market" to an audience of hundred people from industry, Government, Academia, Certification Bodies and Testing Laboratories. The Scheme is widely considered by industry to be the benchmark for third-party worldwide certification for electrotechnical products and components.

APPOINTMENT OF THE SECRETARY OF THE CERTIFICATION MANAGEMENT COMMITTEE OF THE IECEE(CMC) 

As part of the IECEE Basic Rules (IECEE 01) The Secretary of the IECEE is appointed for a period of five years by the CAB, on nomination by the CMC. He is eligible for re-appointment without restriction.

In October 1999, in Kyoto, the CAB appointed Mr. Pierre de RUVO as Secretary of the IECEE for the period from 1st January 2000 to 31st December 2004 (see CAB Decision 15/1999) on a unanimous nomination by the IECEE-CMC during the meeting held in Singapore, June 1999.

Therefore, in Kyoto on 25th June 2004, the Certification Management Committee will have to proceed with the nomination of the Secretary of the IECEE for the period from 1st January 2005 to 31st December 2009

In this regard, it is recalled that the present Secretary will be terminating his first term and that he is eligible for immediate re-appointment without restriction.

Pierre de RUVO has declared his willingness to continue to serve the IECEE Community and to stand for re-appointment for another 5 year term.

Of course, Member Bodies of the IECEE may nominate any other person of their choice.

New IECEE Chairman's hopes for the CB Scheme

My hopes for the CB scheme

I have had the privilege of working with testing and conformity assessment for forty years now, and the development that has taken place over these years has been quite amazing; from small, local and often isolated markets to regional markets, and now increasingly towards a global market. 

The CB Scheme is a successful example of the solutions that have been created to make global trade easier by using one test as the basis for market entry in several countries. Although most countries agree about the importance of joint standards as a way of creating trade without borders, we still have some way to go before this becomes reality.

We need to have a scheme with high credibility, being flexible and market oriented. It is easy to say, but the challenge is to use various elements consistently to keep the trust among the acceptance interests, such as certification bodies, authorities, buyers and sellers, whether the testing is done in a third party laboratory assessed by the scheme or at the manufacturer’s premises through the certification body.

I am looking forward to ensure that IECEE continue to develop the scheme to reduce obstacles often experienced by our customers in approaching the global market place. The success of the IECEE is truly evident by the exponential growth in CB certificates issued over the years and the number of participating countries. More manufacturers are selling products globally because of the dedication of the IECEE and its worldwide members. At the moment, 43 countries are part of the CB scheme for one or more product safety standards and in 2003, a total of 31'000 CB certificates were issued.

We have several important working groups that are evaluating expansion development of the scheme as well as simplifications. We have the full certification scheme that also will include some factory inspection elements and we also have started promising activities with ILAC to co-operate in assessments to utilize the competence and capabilities of both the CB scheme and the national accreditation scheme.

I am excited to be in a position to work on developing the CB Scheme further and to be able to promote important issues that will make life easier for manufacturers and retailers by speeding up the process of accessing the world’s markets. IECEE hosts Photovoltaics Information Day Meeting

With photovoltaics (PVs) now having completed its shift from the IECQ-CECC to the IEC System for Conformity Testing and Certification of Electrical Equipment (IECEE), 30 participants from around the world met in Geneva in November to discuss some of the fundamental aspects of this move. Hosted by the IECEE, the meeting was held to clarify what the move entails and why the latter became a more appropriate scheme for PVs. The information day included an introduction to way the IECEE is organized and spelled out the functioning of the conformity assessment board.

Previously, Certification Bodies within the IECQ-CECC tested the PV components and units as stand-alone items. But the market made it clear to the IEC that it wanted PV components and units tested for safety and performance within an overall system. The IECQ-CECC, as an approval and certification programme for electronic components is not ideally suited to this, while the IECEE, dealing with components, equipment and systems, is.

Global markets
According to IECQ-CECC Secretary Richard Kay, the rapid expansion of photovoltaics (PV) in world markets means that the IECQ-CECC is no longer seen as appropriate for certifying PV components and systems as the need for a dedicated consumer product and equipment oriented programme has become apparent. The Photovoltaics Information Day Meeting was aimed at clarifying this move to a more global system. It brought together people from East Asia, India, Europe and North America, along with representatives from manufacturers’ associations and the
European Commission’s Joint Research Centre.

IECEE Executive Secretary Pierre de Ruvo detailed for the audience the advantages of this scheme, whose ultimate purpose is to facilitate international trade. The two key elements of the IECEE comprise safety and performance of the PV systems. He added that the “CB and FCS Schemes offer, de facto, the true passport for the needs of industry to market their products in any country anywhere in the world.”

Discussions at the meeting revealed that safety certification, with its inherent national differences, should at least initially be dealt with under the existing IECEE CB Scheme for mutual recognition of test certificates, whereas performance certification, typically with no national differences, should be dealt with under the new IECEE-PV programme.

It is expected that the independent Global Approval Program for Photovoltaics (PV-GAP) will license its own international mark for performance certification once a manufacturer is granted the IECEE PV Conformity Assessment Certificate. Some PV-module manufacturers already need this mark to be able to bid on some of today’s renewable energy contracts involving PV.

Key element
The technical branch of the IECEE, known as the
CTL, has established a dedicated Experts’ Task Force related to photovoltaics. This CTL-ETF9, drawn from the PV community, is the key element of this new IECEE-PV programme, which is expected to start operating in January 2004. It already services the PV industry, and the existing PV approvals issued by the IECQ are expected to be converted into the IECEE PV Conformity Assessment Certificate to enable manufacturers to access the markets they have targeted.

IECEE Chairman Gösta Fredriksson outlined third party testing and certification activities within the IECEE-PV programme, saying that the IECEE aims at giving users confidence in the safety, performance and quality of PV components, products, equipment and systems, the key element being the mutual recognition of test results. This new strategy should help to foster international trade in PV components and systems and also serve the PV industry by the aid of a third party conformity assessment scheme that results in a cost-effective programme that adds value. When needed, with the IECEE Conformity Assessment Certificate, Test Report and Factory Audit Report, certification marks of IECEE members can be granted within 15 working days of a manufacturer submitting a request for it.

All existing Certification Bodies and associated Testing Laboratories that are now operating under the IECQ-CQC PV programme will be granted acceptance for the next three years, after which they will be subjected to the IECEE re-assessment programme.

Collaboration with IEC TC 82
IEC Technical Committee 82 develops standards in the realm of solar photovoltaic energy systems, while the IECEE deals with conformity assessment aspects in this field. Although these two pursuits are independent activities, they stimulate each other. The transfer to the IECEE programme should help to open the worldwide market further thanks to one stop testing. However, it is recognized that the IEC needs to accelerate its production of standards for PVs and PV-related products.

The IECEE uses peer assessment to ensure that all testing laboratories within the CB Scheme provide an equally high competence and quality of service necessary to build confidence between the member NCBs.

As decided by the Management Committee, the IECEE held a course to train assessors resident in EUROPE.

The training focused on the specific role of assessors as Technical Experts whom, in addition to having the personal attributes and competence of assessors, should have specific knowledge and skills in the various standards/product categories as covered by the IECEE's scope.

63 experts attended the course, which was held at the CCV Conference Center on November 13th and 14th 2003.

The agenda addressed ethical issues and technical competence of IECEE assessors that are the real value of the Peer Assessment Program as implemented by the IECEE.

The aim of the course was also to provide IECEE assessors with a common understanding of the peer assessment technique and to share practical experience from the most experienced Lead Assessors.

Thanks to the invaluable participation of the lecturers Dr. Wolfgang Kreinberg, Mrs. Jolanta Wroblewska, Mr. Trond Sollie and Pierre de RUVO (IECEE Executive Secretary) the training course lead to a successful and interactive participation by all attendees.

As a result of the final examination the attendees were formally Registered as IECEE Assessors and rewarded with a Certificate.

The IECEE plans to hold the next training course for Lead Assessors by the end of 2004.

The session will be held in Geneva and hosted by the IECEE Secretariat.

Use of manufacturer laboratories in the CB Scheme

 

During the Waikoloa annual meeting of the IECEE the committee approved the procedure allowing manufacturer's testing laboratories to use their own testing facilities as an alternate route to obtain CB Test Certificates under specified conditions. In this respect, the following alternate procedures where approved:

  • TMP = A representative of an accepted CBTL ,on request of an NCB, performs the full test in a manufacturers laboratory with own or manufacturers equipment (Annex C, Item C1.1)
  • SMT = A representative of an accepted NCB or an accepted CBTL, on request of an NCB, supervises the quality management system and the laboratory testing processes and witnesses some part of each agreed testing program at a manufacturers laboratory, which uses own equipment.
  • WMT = A representative of an accepted CBTL ,on request of an NCB, witnesses all tests done by a manufacturers laboratory which uses own equipment

However, manufacturer's laboratories, are not entitled to operate as third party testing laboratory - CBTLs - that are currently operating under the CB Scheme in accordance with clause 5.3 of IECEE 02.

USE OF MULTIPLE NCBs by a Supervised Manufacturer Testing Laboratory

 

As a result of the Ballot, doc. IECEE-CMC/327/DV pertaining to the conditions concerning the choice of NCBs by a SMTL, the Management Committee of the IEC during its meeting in Waikoloa, USA-2003, confirmed the result of option "A" of the ballot and approved the Operational & Ruling Document OD-CB 2030 "OPERATION OF SUPERVISED MANUFACTURERS' TESTING (SMT) LABORATORIES" with the inclusion of the conditions under clause 6 (here below reported) of OD-CB2030 Edition 1.

As of the 1st August 2003, CEBEC forms part of the SGS Group Belgium.

In order to meet globalising markets even better, we have decided to combine the services of our company with those offered by the SGS Group Belgium in view of enlarging the range of offered production certification services. Venezuela may join as IECEE expands into EMC

 

Venezuela has become the first country to envisage membership in the IECEE-CB Scheme since the IEC’s Conformity Assessment Board opened the IEC’s schemes up to greater participation from non-member countries. It is now up to ExCo to decide whether the applicant may be admitted to apply to the CB scheme based on:

  • reasons for the application for membership;

  • a timetable for joining the scheme(s) and description of the structure in the country;

  • issues related to the member body, certification body (or bodies), testing laboratories(if there are more than one), as well as responsibility for standards;

  • existence of mandatory and/or voluntary certification schemes;

  • national differences from IEC standards and existence of conflicting standards including regulatory requirements, if any (where applicable);

  • plans for participation in IEC standardization work.

Certification process online
At its most recent top-level meeting in Waikoloa, USA, at the end of June, the IECEE’s management committee reported that the IECEE is now studying the idea of making available online to the public all information related to certifying electrical products. This means the public will be able to check to see who was involved in the entire chain of approval and certification. A decision is expected by next year.

Expansion into EMC
The CB-Scheme is also planning to expand into electromagnetic compatibility (EMC) by using standards from
IEC Technical Committee 77 and CISPR (the International Special Committee on Radio Interference) to test equipment for EMC. Following the test, a CB-Scheme certificate will be issued. Until now the CB-Scheme has only handled questions of safety as they relate to electrical and electronic equipment so, according to Executive Secretary Pierre de Ruvo, embracing EMC is an important new step: “Market demands made this a necessary new direction for the IECEE. Today, conformity is not simply about safety, but also about performance and reliability. In terms of EMC, reliability, along with safety as it relates to health, are essential.”

New MLA
The
CB-FCS (Full Certification Scheme) has broadened into a new multilateral agreement (MLA) as signatories have now accepted the entry requirements for participating in the Full Certification Scheme. Those joining the CB-FCS must be members of the CB-Scheme, must accept factory inspections and must recognize certificates from other members without new testing.

Because globalization and competition are leading to rapid changes, technical barriers to trade remain a serious problem and industry is concerned about time to market, the shortening life cycle of products and the need to reduce costs. The CB-FCS allows a manufacturer who has been certified by one member to seek, through the use of one stop testing, multiple certification marks from all CB-FCS members.

The CB-FCS MLA is a contractual document and not just a broad agreement. This implies both liability and the requirement for signatories issuing CB-FCS Conformity Assessment Certificates and Conformity Assessment Reports to undertake full responsibility for the compliance of the products they certify.

ASSESSOR TRAINING SEMINAR SINGAPORE

The IECEE uses peer assessment to ensure that all testing laboratories within the CB Scheme provide an equally high competence and quality of service necessary to build confidence between the member NCBs.

 

As decided by the Management Committee, the IECEE held a course to train assessors resident in ASIA PACIFIC.

 

The training focused on the specific role of assessors as Technical Experts whom, in addition to having the personal attributes and competence of assessors, should have specific knowledge and skills in the various standards/product categories as covered by the IECEE's scope.

 

44 experts attended the course, which was held in Singapore at the PSB Corporation Headquarter on February 26th and 27th 2003 thanks to PSB support to set the Training arrangements.

The agenda addressed ethical issues and technical competence of IECEE assessors that are the real value of the Peer Assessment Program as implemented by the IECEE.

 

The aim of the course was also to provide IECEE assessors with a common understanding of the peer assessment technique and to share practical experience from the most experienced Lead Assessors.

 

Thanks to the invaluable participation of the lecturers Dr. Wolfgang Kreinberg and Pierre de RUVO (IECEE Executive Secretary) the training course lead to a successful and interactive participation by all attendees.

 

As a result of the final examination the attendees were formally Registered as IECEE Assessors and rewarded with a Certificate.

 

The IECEE plans to hold the next training course for assessors resident in Eastern and Western Europe as well as for South Africa and Middle East.

 

The session will be held in Geneva on 13/14 November 2003 and hosted by the IECEE Secretariat.

  • Consistency in the assessment of laboratories, regardless of location.

IECEE INTER-LABORATORY COOPERATION

 

The IECEE CB Scheme operates as successfully as it does due to the confidence among the National Certification Bodies and their Testing Laboratories. Such confidence is the result of an effective peer assessment process that takes into account both the quality and the technical elements of ISO/IEC Guide 65 and ISO/IEC 17025.

The process includes both an initial assessment and continuing reassessments. The process is transparent to all the participating Member Bodies and the operating bodies of the CB Scheme, those being the NCBs and their CBTLs.

One unique part of the CB Scheme is a portion of the initial assessment process when a candidate NCB or CBTL may not have sufficient experience in a product category or a specific standard. In such cases when the Assessment Team's recommendation is positive, the candidate body may be conditionally accepted for participation in the Scheme provided that during a trial period of not more than one year:

• For a candidate NCB, its CB Test Certificates are confirmed after review by another Issuing and Recognizing NCB for at least three applications, and

• For a candidate CBTL its Test Reports are confirmed after review or re-testing by another CBTL for at least three applications.

Recently, one of UL's CBTLs had applied for participation in HOUS for the IEC Standard 60335-2-8, but their testing experience was not considered sufficient, which could be the usual situation as a laboratory is starting up its operations with a new product category or a standard.

Following the process specified in the Rules of Procedure, IECEE 02, IMQ agreed to review three Test Reports.
From UL's perspective, this has been an excellent example of inter-laboratory cooperation for the benefit of the CB Scheme.
IMQ provided very quick turnaround of each of the three the Test Reports submitted for review. IMQ's review work was thorough and their advice was very helpful for UL's candidate CBTL.

Accordingly, I would like to personally thank IMQ's management and technical staff for taking the time from their busy schedules to support the CB Scheme peer assessment process. IMQ has clearly demonstrated the value of peer assessment and working for maintaining the highest level of confidence in the CB Scheme.

Joint ILAC/IECEE Re-Assessment of CBTL Wakefield

First fruit of CAB/ILAC cooperation

Wakefield Laboratories in Auckland, New Zealand, was the scene of the first joint assessment carried out on 3-4 December 2003 by the IECEE, the flagship Scheme of the IEC and IANZ, Accreditation Body of New Zealand member of the International Laboratories Accreditation Forum (ILAC).

This is the direct result of an agreement reached in April this year between the IEC and lLAC aimed at providing increasingly cost-effective and efficient services to testing laboratories that operate within the IEC conformity assessment schemes and that are accredited at the national and international level by the ILAC accreditation bodies (see article).

According to Ken Wilson, Technical Director of Wakefield Laboratory: "It was indeed an honour for Wakefield Laboratories Limited to be the subject of the recent inaugural joint assessment by the IECEE and IANZ*; and we certainly view the cooperation by the IECEE and ILAC members in this manner as positive and mutually beneficial."
Wilson went on to say: "As the laboratory representative, it was my pleasure to experience first hand the high level of professional cooperation between the respective assessors and to witness a uniform and balanced application of ISO/IEC 17025. From a technical perspective, Wakefield Laboratories are strong advocates of assessment utilizing competent peers taken from a wider pool than the immediate geographic region and believe that the recent assessment reinforced the mutual benefits of this approach."

ILAC's liaison person to the IEC Conformity Assessment Board, Tony Russell, said he is "very pleased with the early progress being made in conduct and programming of cooperative assessments of laboratories now being trialed jointly by interested ILAC and IEC CB Scheme members. The early signs are that there will be enhanced confidence between the parties to achieve harmony in approaches and in the output of their respective conformity assessment activities. In the long term, it is hoped that this will lead to ongoing opportunities for cooperative assessments as a matter of routine, thus reducing any duplication that may currently occur in assessments of electrical safety testing laboratories."

Pierre de Ruvo, Head of the IEC-CAB Technical Panel and joint Lead Assessor, said that given his participation in CAB/ILAC negotiations, he is "very happy with the good spirit and the professional approach taken by all parties and that this first experience is at the forefront of breaking new ground."

Consequently, during the next year meeting that will be held in Waikoloa, HI, USA and hosted by the USNC/IECEE, 26/27 June 2003, the CMC will have to formally determine the nomination of its future Chairman.

The agenda addressed ethical issues and technical competence of IECEE assessors that are the real value of the Peer Assessment Program as implemented by the IECEE.

The aim of the course was also to provide IECEE assessors with a common understanding of the peer assessment technique and to share practical experience from the most experienced Lead Assessors.

Thanks to the invaluable participation of the lecturers Mr. Pierre de RUVO (IECEE Secretary), Mr. Donald A. MADER, Mr. Joe GRYN and Mrs. Jola WROBLEWSKA, the training course lead to a successful and interactive participation.

Some technical presentations dedicated to Medical Equipment and Information Technology material were also provided by Mr. Ulrich WALTZ (VDE) and Mr. Tiki WONG (CSA).

As a result of the final examination the attendees were formally Registered as IECEE Assessors and rewarded with a Certificate.

The IECEE plans to hold the next training course for ASIA PACIFIC assessors on 26/27 February 2003 in Singapore with the hosting participation of PSB Corporation.

INTERNATIONAL CONFERENCE ON ACCREDITATION IN GLOBAL TRADE - ILAC/IAF 2002 MEETING IN BERLIN 

 

At the International Conference on Accreditation in Global Trade, organized by ILAC (International Laboratory Accreditation Cooperation) and IAF (International Accreditation Forum, Inc.) and held in Berlin, Germany from 23 to 25 September, IECEE Secretary Pierre de Ruvo delivered two presentations explaining the IEC’s role and contribution in global trade.

In the conference sessions covering the impact of accreditations on trade, safety, health protection and environment, Pierre de Ruvo provided detailed information about the IEC Conformity Assessment Structure,the role and objectives of its Conformity Assessment Board, the three Schemes. He emphasized the success story of the IEC flagship Scheme, the CB Scheme.

Pierre de Ruvo also reported on progress made by CAB and ILAC and their project of mutual collaboration in the sector of assessments to testing laboratories and certification bodies operating in the electrotechnical field.

The conference was held in conjunction with the annual meetings of ILAC and IAF.

According to the Basic Rules, IECEE 01, the Chairman of the CTL is appointed by the CMC on nomination by the CTL.

"The term of office of the Chairman of the CTL is three years. He is immediately eligible twice for re-appointment in the same office, each time for a further period of three years."

The CTL will have to formally determine the nomination of its future Chairman during its 40th meeting that will be held in SINGAPORE and hosted by PSB Corporation, 28-29 May 2003.

It goes without saying that the future Chairman, in addition to being technically expert with a strong background in testing and certification activities should also have a global view of the Electrotechnical sector and related Conformity Assessment activity.

The personal attributes that will contribute to the successful performance of the CTL Chairman could be resumed as follow:

CTL 2002 Meeting, June 5 & 6 2002

 

Workshops, proficiency testing programmes and application of uncertainty of measurement principles are the IECEE-CTL 2002 meeting highlights says Mr. Pierre de RUVO, Chairman CTL

The 39th annual meeting of the IECEE Committee of Testing Laboratories (CTL), held in Cologne, Germany, on 6 and 7 June welcomed the largest representation ever of technical experts working with the IECEE recognized CB Testing Laboratories. Forty countries were represented at the meeting with more than 100 delegates and guests.

In his opening remarks, Prof. Bruno O. Braun, President and CEO of TÜV Rheinland Holding A.G., said that his company recognized the essential role of the CTL. He added that the electrotechnical industry considers the CB Scheme* as the most appropriate vehicle for opening global markets in a timely and cost-effective way. TÜV Rheinland is a National Certification Body in Germany.

The IECEE-CTL welcomed as a special guest IEC Technical Committee 61 Chairman Derek Johns. He submitted a formal request for technical liaison between the CTL and TC61 (Safety of household and similar electrical appliances) to help ensure common and consistent understanding of IEC International Standards that will lead to official CTL Decision Sheets.

CTL Progress Reports

Several of the CTL Expert Task Forces reported progress on issues ranging from publishing new lists of testing and measuring equipment and allowed subcontracting, while CTL Working Group 1 submitted a report on applying uncertainty of measurement principles under the CB Scheme and guidance on making uncertainty of measurement calculations.

Workshops

Two sessions took place at the CTL workshop, both of them based on previous proficiency testing programmes. The first, covering temperature measurement on switches and transformers, focused on:

  • the statistical analysis of the relevant proficiency testing programme;

  • the combined report from the experience of IMQ (Italy) and TCA (Australia);

  • a presentation on insulation and temperature measurement made by BTIHEA (China) and the results of benchmark made by UL Inc. (USA);

  • the influence of various factors, such as thermocouples, connections, forced ventilation of chambers, energy input variation, and so forth.

The second session focused on measurement techniques and tools, on expression of variations, and on a live exercise on the appropriate way to determine distances indicated on samples given for creepage and clearance.

Participants agreed that the only way to increase mutual confidence between testing laboratories is to continue to with the proficiency testing programmes and workshops, which the CTL decided to organize on a regular basis as deemed necessary by the need to achieve reproducibility of test results.

The CTL also committed itself to:

  • detail the way in which tests related to the IECEE should be carried out so as to achieve the necessary reproducibility of test results;

  • harmonize the design and use of test equipment referred to in standards;

  • provide testing laboratories with a forum in which practical testing problems can be demonstrated and discussed;

  • provide laboratory staff with the necessary training based on CTL Testing Instruction Guides.

The CTL agreed to organize CTL Workshops on regular basis as deemed necessary by the need to achieve reproducibility of test results.

CMC 2002 Meeting, June 27 & 28 2002

 

Growth and cooperation are highlights of IECEE-CMC meeting says

The fifth annual meeting of the IECEE’s Certification Management Committee (IECEE-CMC), held in Milan, Italy, on June 27-28, welcomed new member countries and bodies, noted the significant growth in CB Scheme Test Certificates issued in 2001, and approved a resolution for greater cooperation between the IEC and the International Laboratories Accreditation Forum (ILAC). Frank Kitzantides, NEMA VP of Engineering and Chairman of IECEE presided over the meeting.

The consolidated results of the CB Test Certificates issued in 2001 show continuous growth: the CB Scheme issued 24,259 Test Certificates, an increase of 23.8% over the previous year. Accounting for 83.6% of the certificates issued were the top three categories of Office, Electronics, and Household.

In his opening remarks, Mr. Renzo Tani, President of ANIE (the Italian Federation of Electrotechnical and Electronics Industries) said that the electrotechnical Industry considers the CB Scheme as the most appropriate vehicle to open global markets in a timely and cost-effective way.

New members

Thirty-six countries were represented at the meeting with over 100 delegates and guests.

This year, the IECEE-CMC welcomed Thailand as a new Member Country represented by the Thai Industrial Standards Institute (TISI) and its Secretary-General Cherdpong Siriwit.

The IECEE also welcomed two new Member Bodies: the Certification and Accreditation Administration of the People's Republic of China (CNCA), represented by its Director, Jun Xie; and CERTIF from Portugal, represented by Francisco Barroca.

WG Progress Reports

Several of the Working Groups reported progress on issues ranging from use of manufacturers test facilities, both for witness and manufacturer testing, development of a component matrix including testing requirements and distinguishing between safety and non-safety critical components, the development of an international mark (this activity will shortly be transferred to the Conformity Assessment Board WG addressing the same issue), and expansion of the CB Scheme.

Cooperation with ILAC

Of note among the various strategic decisions taken at this meeting, the Certification Management Committee approved resolutions taken in April 2002 by a joint technical panel formed by the IEC’s Conformity Assessment Board and representatives from ILAC (please see the June 2002 edition of IEC e-tech for more information). These refer to conducting joint laboratory assessments by combined teams of the IEC Schemes and ILAC registered Assessors, along with subsequent common recognition of the assessment results. This will provide more cost-effective and efficient services to CB Scheme testing laboratories that operate within the IEC Schemes and that are accredited at the national and international level by the ILAC Accreditation Bodies.

Also part of the strategic resolutions endorsed by the IECEE-CMC were:

  • IECEE Assessor Training programmes,

  • CTL Workshops,

  • Guide for the Application of Uncertainty of Measurement Principles,

  • Proficiency Testing Programme.

The IECEE is considering extending CB Scheme services even further to include, possibly, photovoltaics, EMC and factory audits.

The meetings were held at the headquarters of IMQ whose management and staff went out of their way to host a truly memorable event.

Legrand hosts meeting in Limoges

 

The Legrand Group held an Information and co-ordination meeting in Limoges, France, on 29, 30 and 31 May to cover the main trends in standardization and certification.

It brought together some 30 standardizers of the group worldwide. Topics discussed included:

  • evolution of European directive LVD and of the next approach principles

  • the global situation regarding adoption of IEC standards

  • standardization of TIC, CCCB, SOHO

  • the NEMA viewpoint on standardization / Conformity Assessment

  • IEC viewpoints regarding Conformity Assessment Schemes and its flagship, the CB Scheme

NEMA’s activities were spelled out by J. Meakem, and the main discussion following his presentation was about the IEC’s "global relevance" policy, for which concerns were raised concerning the future of international standardization.

P. de Ruvo made a presentation of IEC Conformity Assessment activities focusing on the success story of the CB Scheme and the added value for the Electrotechnical Industry to use it.

The first day ended with a dinner where the participants could exchange their views on the various topics from the day’s sessions. Present were IEC and NEMA guests, and D. Roussel, Technical Director of Legrand group.

Merger of the 2 Chinese NCBs CCEE and CQC

 

Further to the setting of the CNCA operating as IECEE Member Body, the two previous NCBs of China for electrical products, China Import and Export Product Quality Certification Center (CQC) and China Commission of Certification for Electrical and Electronic (CCEE) have merged into a new certification body as China Quality Certification Center (CQC).

CB Testing Laboratories of the new CQC are still those 12 CB Testing Labs of former CCEE and CQC with a consolidated scope.

CAB/ILAC WORKSHOP MEETING IN GENEVA, 2002-04-24

 

 

A very important event took place in Geneva on April 24th when, under the auspices of the IEC Conformity Assessment Board (CAB) and the International Laboratories Accreditation Forum (ILAC), a Technical Panel met in Geneva at the International Conference Center. The objective of the meeting was to determine the appropriate mechanism to facilitate collaboration among members in the field of recognition of their respective assessment programs.

The CAB/ILAC Technical Panel, chaired by the IECEE Secretary, unanimously agreed to target "agreement on a common approach on the elements of ISO/IEC 17025".

As is always the case when dealing with technical issues, the CAB/ILAC Members held convergent views as regards the basic approach on the elements of ISO/IEC 17025 and agreed on a number of common resolutions concerning:

  • The compulsory implementation Date of ISO/IEC 17025 (January 1st 2003)

  • The Uniform Understanding of Measurement Uncertainty

  • The Uniform Understanding of Measurement Accuracy

  • The meaning of Testing (Measurement, evaluation and technical assessment, capability and Inspection)

  • The Use of common list of testing/measuring equipment and allowed subcontracting based on IECEE-CTL list.

  • The use of existing IEC Standard Test Report Forms and templates within the existing laboratory accreditation framework bearing both ILAC and IEC Logos

  • The cooperation in the development of future ILAC/IEC Standard Test Reports Forms and templates.

  • The cooperation on Joint proficiency testing programs which may prevent wasteful duplication

  • The reciprocal acceptance of the results of proficiency testing programs conducted by both parties

  • The conduct of joint laboratory assessments by combined teams of IEC Schemes and ILAC registered Assessors.

  • The exchange of Assessment timetables of laboratory to be assessed in 2003 and to start selected joint assessments on a trial basis.

This meeting marked an important step forward in the collaborative efforts of CAB and ILAC. It has laid the foundation stones for further co-operation aimed at providing increasingly cost-effective and efficient services to Testing Laboratories operating within the IEC Schemes and accredited at the national and international level by the ILAC Accreditation Bodies.

IECEE trains Peer Assessors for leading role in peer assessment programme

 

The IECEE uses peer assessment to ensure that all testing laboratories within the CB Scheme provide an equally high competence and quality of service necessary to build confidence between the member NCBs.

To ensure consistent assessments with common understanding of the peer technique for the sake of credibility and fairness, the IECEE held a course to train lead assessors. Twenty-five people attended the course, which was held in Geneva on April 3, 2002.

The agenda addressed ethical issues and competence of the lead assessors as well as focusing on experience from the field on various on-site assessments. The aim of the course was to provide lead assessors with a common understanding of the peer assessment technique as well as allowing them to share practical experience.

The training focused on the specific role of lead assessors whom, in addition to having the personal attributes and competence of assessors, should have additional knowledge and skills in assessment leadership/project management to enable the assessment team to conduct on-site assessments efficiently and effectively.

The IECEE plans to hold a maintenance training course for lead assessors in 2004. It has also scheduled further training courses for IECEE assessors in three separate sessions: the second half of 2002 in the Americas; the first half of 2003 in Asia; and the second half of 2003 in Europe.

The ASEAN Economic Ministers on 5 April 2002 signed the ASEAN Sectorial Mutual Recognition Arrangement for Electrical and Electronic Equipment (ASEAN EE MRA). The signed MRA now is available in our website with the following address: http://www.aseansec.org/accsq/sqagr.htm

The ASEAN EE MRA accepts 2 routes for testing and certification to be recognised. One is by the IECEE CB Scheme while the other is by those who are signatory to APLAC (for testing) and PAC (for certification) and that the Conformity Assessment Body (CAB) would need to provide evidence that it has been accredited by an accreditation body that is signatory to multilateral MRAs and/or membership to IECEE CB Scheme.

The implementation of the MRA will have positive impact on exports/imports of electrical and electronic equipment, which account for a very significant share of intra-ASEAN trade from 30 percent of the intra-ASEAN exports in 1993 to almost 40 percent today. Electrical and electronic equipment assembly plants located in ASEAN are expected to greatly benefit from this trade facilitation scheme.

CBTL TÜV RHEINLAND HONG KONG BEGINS OPERATING UNDER THE RESPONSIBILITY OF TÜV RHEINLAND GERMANY

 

In light of the clearance provided by the Assessment Team through the Convenor on the outstanding Non-Conformances, the EVAG agreed to notify acceptance of TÜV Rheinland Hong Kong as CBTL to operate within the CB Scheme, under the responsibility of TÜV Rheinland P.S. Germany as NCB for the following scope: CONT, HOUS, LITE, OFF, SAFE, TRON.

Electrical and electronic equipment manufacturers now have a new service to help them enter new markets at lower cost. At its most recent Certification Management Committee meeting in Geneva on 13-14 September 2001, the IECEE decided to change the CB-FCS – an extension to the CB Scheme – from multiple bilateral agreements to a multilateral agreement (MLA). This is seen as a more effective means of ensuring that manufacturers can export their goods without incurring high testing and certification costs when entering new markets. Following the presentation of the CB Test Certificate on-line during the CMC meeting in Geneva, September 13th-14th 2001, members NCB have started using it on a trial basis. The objective is to start implementing the on-line system as of January 1st 2002, with evident benefit in terms of efficiency, time and cost saving.

New Chairman and CEO for LCIE (France)

 

 

Jean-Pierre Gomel has been appointed  Chairman and Chief Executive Officer of the French testing and certification body LCIE (Laboratoire Central des Industries Electriques). He took over from Michel Vieillefosse on June 28, 2001.

Mr. Gomel, 51, was previously the Bureau Veritas manager for the Paris region. He remains Chairman of CEP Systèmes, another Bureau Veritas company.

A graduate of the Ecole Supérieure d'Electricité (1972), he has spent much of his career working in the electricity sector. After joining CEP Contrôle et Prévention, Mr. Gomel rose through the ranks of the company, taking responsibility for a department and then an electricity division before becoming area manager of the Paris region. CEP was acquired by Bureau Veritas in 1996.

CSBTS (Chinese National Committee of the IEC) has appointed Mr. PU Chancheng, replacing Mr. LU Yiansun, as the Chairman of CCEE and Mr. XIE Jun, replacing Mr. SHI Jianzhong, as the Secretary-General of CCEE, who will be fully responsible for the operation of CCEE and CB Scheme in China.

The change of the leaders of CCEE will promote the Chinese safety certification in the electrotechnical field and strengthen the implementation of the CB Scheme in China and cooperation with the IECEE, says Mr. Yiming WANG, President of the Chinese National Committee of the IEC.

LCIE S.A. change of ownership

 

As of March 5th, 2001, Bureau Veritas has acquired 100% of LCIE shares from EDF, FIEEC and UTE . 
As a subsidiary of Bureau Veritas, LCIE S.A. will continue to operate in the same manner as before the acquisition. 
In particular LCIE S.A. will continue to maintain its current key personnel, operation and equipment.
LCIE S.A. will also continue with the same testing and certification procedures that have been recently peer-assessed.

From January 1, 2001 the Danish certification body and testing laboratory DEMKO changed its name to UL International Demko A/S
